Ministry of Energy and Mineral Resources Launch Outcome of the Indonesia–Germany Energy Cooperation

Jakarta, Indonesia – To improve renewable energy development in Indonesia, the Ministry of Energy and Mineral Resources (MEMR) through Directorate General of New Renewable Energy and Energy Conservation (DG NREEC) launch guidelines on renewable energy sector, resulted from the energy cooperation with Germany, on Monday, 19 August 2015 in Jakarta Convention Center (JCC), Jakarta.

The Indonesia-German cooperation in the field of energy has continuously grown over the past years. Since 2011 various projects are jointly implemented by the Directorate General of New Renewable Energy and Energy Conservation and, on behalf of German Government and other donors, through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The working areas covered in the cooperation are renewable energy, rural electrification management, and expanding to energy conservation since beginning of 2015. The gala dinner of New Renewable Energy and Energy Conservation (NREEC) Convention and Exhibition that will be held tonight (19/1), Director General of DG NREEC, Ir. Rida Mulyana, will launch two guidelines on renewable energy and rural electrification management, titled: 1) Renewable Energy Guidelines on Biomass/Biogas Power Project in Indonesia (2nd Edition), and 2) Village Management Team Training Manual: a practical guide for rural electrification trainers and facilitators.

Dr. Rudolf Rauch, Director of Energy Programme Indonesia/ASEAN, explains, “The cooperation between Indonesia and Germany on renewable energy and energy conservation has reached its 5th year. The two guideline books resulted from this cooperation certainly requires research and continuous development efforts. Therefore, the energy program Indonesia/ASEAN combined the expertise of several different projects, while Renewable Energy Support Programme for ASEAN (ASEAN-RESP) and the Promotion of Least Cost Renewables Project (LCORE-INDO) assisted to develop renewable energy guidelines with the team experts and DG NREEC, the team from Energising Development (EnDev) Indonesia assisted the preparation of a practical guide for rural electrification trainers and facilitators. I am convinced that the results of this joint effort will not only help renewable energy projects in Indonesia has grown more efficient, but also has set an excellent example for other countries in the region”

The renewable energy guidelines on biomass/biogas power project in Indonesia (2nd edition) is updated according to the Ministerial Regulation – PERMEN (ESDM) no. 27/2014, which was issued specifically to incentivise biomass/biogas power plant project development. The RE Guideline highlights administrative procedures including requirements for project developers and investors, list legal and regulatory provisions as well as necessary permits. The guideline identifies country-specific challenges for project development, and give information on how to obtain financial closure. The RE Guideline is designed as close as possible to the needs of project developers and potential investors, to promote transparency and clearness in the RE projects’ pathway. It leads through the various procedures and help identifying risks embedded in each steps, so that proper mitigation measures can be designed and implemented.

Besides renewable energy guideline, a practical guide for rural electrification trainers and facilitators that will be launched tonight is a practical tool that was formulated, based on several years of experience in Indonesia, and compiled to be user-friendly as well as comprehensive. This tool has one singular objective that is to provide rural facilitators and village management team members with the means to conduct their challenging tasks. Rural electrification using renewable energy sources has become an important part of sustainable development in rural areas. Access to modern energy opens new hitherto untapped potentials, both socially and economically. As it is with all potential though, it needs to be harnessed and groomed with care and often coerced into fruition through patience and consistent action.
