Supporting ACE’s Organisational Development

The ASEAN-German Energy Programme (AGEP), a jointly implemented programme by the ASEAN Centre for Energy (ACE) and Deutsche Gesellschaft fur International Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is pleased to share the progress update of ACE organisational Development. Having a strong founding vision to strengthen the capacity of ASEAN Centre for Energy (ACE), AGEP Phase II supports ACE’s institutional capacity in both human resource and organisation development. Hereafter, ACE’s could serve as a high-performing institution that builds a coherent, coordinated, focused, and robust energy policy plan and strategy for ASEAN.

Since AGEP Phase I, the organisational development has facilitated a comprehensive assessment designed to analyze ACE organisational structure and business process. The evaluation has been successfully conducted by addressing key challenges and identifying the gap in delivering ACE’s mandate as the catalyst, knowledge hub and think tank. Moving forward, AGEP Phase II Organisational Development build on from the success of AGEP I with professional assistance to produce comprehensive training documents, HR Standard Operational Procedures (SOP) and long-term business plan with the sustainable financial scheme.

Both GIZ and ACE implement participatory manner and experiential learning methods in the capacity development process. The process includes the assessment, series of training, and focus group discussion that will be conducted by the professional consultant team. The approach aims to support ACE to assess its potential in realizing its vision, contribute to the overall ACE work plans and ASEAN agenda. The indicator of successful capacity development is continuous commitment and effort by sharing ownership with ACE. AGEP aims to build ACE’s current ability and further develop into a self-sustained, efficient, and competent organisation. (HM)
